Announcing Our Endorsements: Rachel Morse and Penny Gage for Chugach Electric Association Board
As a member-owned cooperative, Chugach Electric Association (CEA) is guided by the people it serves. Utility board elections are one of the most important ways members can help shape decisions about energy costs, reliability, and Alaska’s clean energy future.
For these reasons, The Alaska Center Board of Directors is proud to unanimously endorse Rachel Morse and Penny Gage for the Chugach Electric Association Board.
Director Rachel Morse is an incumbent board member who has served as chair, vice chair, and treasurer of the board, and has a deep understanding of the issues Chugach currently faces. Her leadership on the board reflects a strong record of guiding Chugach through complex decisions and preparing the cooperative for the future.
Penny Gage is a leader who will bring her experience in energy policy, infrastructure investment, and economic development to the Chugach Board. She has worked with state government, private investors, utilities, and policymakers to support responsible infrastructure development and the integration of emerging energy technologies.
Both bring significant project management and leadership experience that will help guide Chugach toward a clean energy future. Together, they will help the cooperative navigate near-term supply challenges, diversify its generation portfolio, and ensure the delivery of affordable and reliable power.
Alaska’s energy landscape is at an important turning point. With their experience and leadership, Morse and Gage are well prepared to help guide Chugach through the decisions ahead. We encourage members to use their voices and votes in this year’s election and look forward to continuing to work with our community and the Chugach Electric Board to build a just and sustainable energy future for Alaska.

P.S. Chugach is hosting a Town Hall on Tuesday, March 24th, 6-7:30pm, at the B.P. Energy Center. Members will have the opportunity to hear from and ask questions of Chugach’s leadership team. We encourage all Chugach members to attend and be part of the conversation!
