U-Med District Master Plan

Umed District Master Plan

Several years ago, a detailed study of the U-Med District was conducted.  The findings and consequent recommendations for planning in the area were compiled in a Master Plan.  ACE revisited this plan and found that language did not encourage, and in some cases specifically recommended against, new roads in the district.  The plan recommended increased transit, to encourage development while preserving the pedestrian-friendly features, recreational opportunities, and urban wilderness in the district.  The 53-page plan goes into much more detail, but we posted some basics here on our website for your reference.

U-Med District Master Plan Summary

The U-Med District Master Plan was drafted in 2003 by ZGF Architects, Inc. with DOWL Engingeers and several other consulting firms.  The Plan was prepared for the Municipality of Anchorage Planning Department. 

The Purpose and Scope was "to identify and reconcile the objectives and priorities of institutional, residential, commercial, and natural environment interests in and adjacent to the Universities and Medical Campus District".  Additionally, the Plan was to evaluate "the existing land use patterns and make recommendations for future development".

Some objectives were listed as:

  • to protect valued open spaces and natural features;
  • to improve the efficiency, safety and fit of vehicular, pedestrian and bicycle traffic throughout the District;
  • to connect trail systems to the north and south through the District

Additionally, "the Plan for the District should encourage circulation that is safe and efficient, but not auto-dependent."

ACE thinks that the U-Med Master Plan laid the parameters for development clearly and that new road construction does not match the recommendations set out by the plan.  As an alternative to building new roads, we could apply the money toward further study and planning for pedestrian and transit improvements.
